1) The POWER is off, or
2) The LEDAUTOSLEEP parameter in the SETUP.INI file on the microSD card is set to Yes
You can tell which is the case by briefly pressing the POWER button as if you were taking a photograph.
If LEDAUTOSLEEP was set to Yes, pressing the POWER button briefly will switch the LED lights on to show what the camera is doing.
If the POWER is off, pressing the POWER button briefly may give you a single flash of Light Blue (Cyan).
To switch the POWER on, hold the POWER button down until you see Flashing Blue and Flashing Yellow.
Then release the POWER button and the lights should change to Steady Red show that the camera is ready to take a video
If the camera doesn't POWER on when you hold down the POWER button, then the battery is probably not charged and you need to spend some time with the camera connected to a switched on power supply (or computer).
